It’s determined by more than just votes, and it’s all up to DBH, so they may never email you, and they tend to go for the more graphic designs. If it doesn’t get printed here I suggest to try other sites, and see if they’ll go for it.

when this was at threadless and got a 3.7 score but wasnt printed they said it was so because it was “unprintable” but i think it was because they didnt want to print it….

I agree with Threadless – I think it’s unprintable.
If they do white ink on a red shirt, it will probably look slightly pink. Or it will have to be really thick ink, making the shirt stiff and uncomfortable to wear.
If they do red ink on a white shirt, you’re going to have white cracks showing all around the seams of the shirt, which will ruin the design and just look bad.
So yeah… i wouldn’t hold your breath for that email.
That shirt looks yellow to me… and the largest area of ink is black. Big difference.
White is the least opaque colour of ink, meaning it’s hard to make it look good without laying it on thick. So with an area as large as your pokeball shirt, it’s going to be like wearing a coat of armor. I guess if you want to sacrifice that comfortability, then maybe it is possible.

Don’t get me wrong – i’m not trying to hate on your design. I think it’s a clever idea. I just don’t see it happening. Hopefully i’ll be proved wrong.
Modern Style is completely different though. It’s on a light-colored shirt, and the inks being put down are darker than the blank. Putting white on red is totally different. Have you ever tried to paint something white that used to be red? You’d definitely end up with a bulletproof slab of white plastisol on your chest unless you wanted it pink.
Perhaps they could put the red ink down on a white/silver tee, but they would have to try to do a wraparound print I think and it still might not avoid the seam issues mentioned by greentaylorsimms (but it would also make it more expensive to print, although it would look way cooler.)
