This is a design I have been working on. I’m kind of stuck with adding to it and if I do add more, what effects, elements, drawings suggestions should I try to give a fuller look? Feel free to give me honest critiques. Thanks.

Hmm, I think you’re right. There’s something missing but I can’t quite put my finger on it. I can definitely say, however, that the color you’ve chosen for that shirt color does not stand out enough. For that color shirt I’d go with a pink or orange color for the design.
